The DoD is currently trying to implement open standards in order to integrate platforms between services, Dr. Colvin was the SME who understands the open standard initiative to get this accomplished having worked with open standards outside of the DoD and written extensive research about how to integrate platforms between legacy and new systems. In order to not create a tank in the Army and in the Navy, we need the ability to create one tank tread, one tank chassis, etc. and then have the services tailor to their needs, this is how Dr. Colvin approached the concepts through the open Agile mindset to eliminate waste and redundant manufacturing and this will save the DoD and taxpayers millions if not billions of dollars. She holds a Doctorate in CS so she understands how the data works and that is really all it boils down to.
Nominator's thoughts on what would make this nominee a valuable member of a future Trump Unity Government
1) Is Competent in the open standards that the DoD is currently implementing, she writes papers and speaks during the MOSA Expo regularly until she left MITRE. She was the only person who was speaking up about how the open standards were not allowing the user to create an integrated system, they need still need to be written better, for example, one of the open standards can only be followed forward, you cannot follow it forward, then follow it backward and get the same answer, this is not how any standard should be written. All standards should be able to be reversed engineered to allow transparency. Having someone with no skin in the game like Dr. Colvin allowed people to see this, however, no one wanted to see this. This frustration only led to people driving Dr. Colvin out of her job.
2) Is Honest, Dr. Colvin is the most honest, even when she is wrong, she admits it. She always says, even when you are wrong, you are still right because you learn something. Isn't that wonderful? As long as you are a life learner, you are great in her eyes. and that is what love about her and she will do great things.
3) Is Respectful, Dr. Colvin has met Presidents before, and even said, people are just people. Never meet your hero because then, what do you have to look forward to? She also taught me that respect is earned and if we treat each other like we are trying to earn their respect, the world will be much more peaceful.
4) Has Integrity, when Dr. Colvin was finishing her dissertation, her Doctoral mentor, Dr. Don Kraft, told her to send it to Dr. Lotfi Zadeh. That name may not be familiar but he was a Prof in CA and he was a rival of Dr. Kraft, he was also known as the "Father of Fuzzy Logic". Dr. Colvin absolutely did not want to send him her paper but she did and he returned it with a note, 'A wonderful paper, I don't know how it came from someone with such a horrible mentor'. She has integrity, she is honest and trustworthy, there is nothing more annoying than to know you have to keep up a lie, it’s not worth it.
5) Has Courage Dr. Colvin had a huge fear of public speaking when she got married, like petrified, yet she left WA state, lecturing to over 500 students. She turned in her student who had a position at Amazon, to start in a month, for harassing behavior, he was suspended and didn't graduate.
6) Has a Proven Record, this one is a bit harder, because she has moved around so much, she is always starting at the bottom. Moving 8 times in 24 years doesn't allow one to really form a record that is lasting.
