1) Is Competent ..there needs to be an agency housed some where for the treatment of animals. If Robert Kennedy were to be HHS services, would an Ingrid Newkirk be within his cabinet somewhere? Mr Kennedy has helped address the suffering of animals in factory farming. Ingrid has made the treatment of all animals, pets, wildlife her dharma.
