SMEs are very imperative to understanding how to operate a government agency. How regulations like FARR and existing agreements between external stakeholders impact your ability to improve aging infrastructure determines your ultimate success. I would start by addressing the CO River compact and ensure the UCB states are given equal allotments as the LCB states- CA should build reservoirs to increase their capacity, rather than just taking more than they are allotted. I would also address what have we exectued with the $6-billion in IRA/BIl funding and whether those funds should be given back. There is so much more than one post can capture.
