This is funded by a 70% marginal tax rate on income above $300,000 per year including capital gains and investment income, about the top 5% of earners. Get the working poor out from under the thumb of wealthy investors. 3 years even working at Target qualifies you for an affordable mortgage. You still have to pay that mortgage like anyone else or you default. List the benefits.
We also need apartments in all cities over 100k that are available at 1/3 of gross income for minimum wage; this would be in the $500-$600 per month range and can generally be accomplished building compact communities on city owned land, if not also via federal funding.
